How to backup &restore email folders from one computer to another

I need to know how I can backup all my Outlook email
folders and restore them to a new (Different) computer.
I am buying a new comupter and wasnt to transfer all my
email and address book to my new computer. Running xp pro
& office xp. Is the process the same for outlook express?
