How to block access for Office XP for some users?

Hello!

I have na Office XP installed on terminal server. Several users login to
this server but only some of them should have an access for Office XP. How to
deny access for all applications in Office XP for some selected users? I have
found that I will need System Policy Editor from resource kit. I've installed
this, but I cannot find any setting that allow me to do this.

What is the point of blocking anybody if you have already paid for the license
for all those users?

The easiest way to block any user is not to install office package on their
machine. Are you running office package from the network?

On terminal server many users can work at the same time. As far as I know it
is possible to install Office on the terminal server and pay for the license
for only some users. But in this case I must disable access to Office for
other users because I have more users than licenses.
For Example: I have paid for the license for 10 users. On terminal server
can work 30 users. I must deny access for Office for 20 users. How to do it?

This isn't an Office question, it's a Terminal Server question. You'd
likely get better and more complete answers posting in a Windows
newsgroup (I have no idea which one).
