How to "block delivery of e-mail to PST" option

We would like to block the delivery of e-mail to pst.

The trick is that we would still like to allow adding a pst and allow users
to drag items into it.

I know this perhaps sounds a bit strange but that's just the policy of my
company.

We already implemented a GPO which sets the "DisablePST" registry key but
what this does is that it disables the possibilty to export to and import
from a pst so this is not what we want.

I am aware of the pst settings in the OUTLK11.adm and we could offcourse
apply the setting "Large pst: size to disable adding new content". If we set
this to 0 mb for instance, a user would no longer be able to 'enjoy' the fact
he had set Outlook client up to deliver e-mail to pst. But this also disable
the possiblity to add a pst and to drag items into it.

I once worked in a company where this option was simply greyed out in the
Outlook client, does this sound familiar to anyone?

Is there way to only disable the delivery of e-mail to pst (thereby still
allowing adding a pst and dragging items into it)
