How to calculate percentages automatically

How can I calculate the percentual increase/decrease of two numbers
Example: Cell a1 = 100 Cell B1= 110 or
Cell a1 = 100 Cell B2= 90

In cell C1 can I have a formula that indicates that there was a
increase/decrease of 10% between the two numbers
