how to chanage all/almost all font size from 9pt to 11pt

I would like to chanage all/almost all font size from 9pt to 11pt,
How can I do so?

I have replace 9pt to 11pt in core.css, many fonts changed.
However, not all font changed.

Any others to modify?

ps. Including all TextAreas.
