How to change default print quality

In Excel 2008, under File, Page Setup, there is an option for "Print
Quality". This defaults to "High". Is there a way to change it to "Normal"?

Printing a spreadsheet with the Print Quality set to high causes problems
with our printers, and we've figured out that simply changing it to "Normal"
is a work-around for the issue (the problem is actually in the printers, but
we can't fix that, so we are having to work around the problem). As it is
now, we are changing the value of Print Quality on every spreadsheet we need
to print to those specific printers, but it would be nice if there was a way
to set that as a default (especially as we won't ever need high quality,
anyway), but I can't find a place to set the default value for this.

I'm thinking there is something we could change in one of the XML
preferences or something.
