How to change format of comments in reply and forward messages

When I insert comments to mail messages that I then forward or reply to, the
font is arial, size 10, and blue in color.

Please tell me how I can change the format of this text (i.e. Times New
Roman, size 12, red, italicized).

Tools > Options > Mail Format tab > Fonts button. Change the fonts to
whatever you want.
