You'd get a better answer if you asked in a newsgroup devoted to the image
processing software you are using. In recent versions of Paint Shop Pro it
would be, on the menu, Image | Resize, but that isn't likely to be the same
for other image processing software.
This newsgroup is for technical Q & A about Microsoft Access database
software, which does not have the capability you ask about.
