How to change the "filler" cell between the left border and <BODY>

We have standards that use top and left navigation, and the following code is among what is inserted:

<td valign="top" width="24"></td><!--msnavigation--><td valign="top">

<!-- Start: Local Content -->

The problem is the empty cell.

How can I change the width of the empty cell?

Do not use shared borders. Use Include Pages (or a Dynamic Web Template if
using FP2003) instead, which gives *you* control over page layout.
