How to check if the service pack for a office version is installed or not in
a local machine ? example how to check for if SP2 for Office 2003 is
installed ?

For Office in general or for a specific Office Application?
For the latter case you only need to know the full version, i.e. Outlook:

For Office in general you decide on choosing an application whose version you'll test as Office is only a collection of applications and you can update them independently.
