How to configure Outlook to have the GAL as an address list

A Mac user doesn't have the option to view the GAL when
addressing a message. When she goes to Tools -> Address
Book, the GAL is not listed. How do you make the GAL
available for Outlook on a Mac?

Thanks but I know that Outlook 2001 has the ability to
view the GAL as an address book, however, I can't seem to
configure the machine to show the GAL. I've tried
deleting and recreating profiles but when I go to Tools -

Address Book, the GAL isn't listed. Also, I've tried

Edit -> Preferences, Mail->Address Books and the Add
button is grayed out, so I can't choose an address book
to add. I have no problems with the other functions of
Outlook 2001, it's just that the GAL will not show up.

Any other ideas?

Here's some more info on the Mac:

It's running OSX but Outlook runs in OS9.
