How to control how help opens in Outlook 2003

I have Windows XP and Office 2003. My dpi is set to 120 and I am using 1680
x 1050 as that is the LCD monitor's native setting.

When I press F1, Outlook opens in a task pane, with tiny type. Changing the
type size in IE8 does not change the font size in the task pane. Clicking in
the help panel and pressing Ctrl and using the mouse scroll wheel also does
not change the font size in the task pane.

But if I click on Accessibility Help, a help window opens up with large
fonts for that topic. But there is no way provided in that window to
navigate the help system.

How do I get F1 to always open up in a help window, not a pane, with a
navigable help system so I can navigate the help system in larger fonts?
