Even if you do convert the .jpg to a .wmf, you will not gain a vector image.
What program are you using? You will have to have a drawing program to convert.

When you have your .jpg open in Illustrator, do you have the option to "save as"
a .wmf? You might do better asking in an Adobe Illustrator forum.
