How to correct a small misalignment (w.r.t rotation) of an image?

I scanned an image and sent it to a mail recipient (MS outlook 2003). The
image received was a bit skewed and rotating it by some angle (even after
transferring the file to powerpoint) didn't help matters. The MS word version
is 2003 in which i wqant to copy this image. I'd like to know of a method
with which i could align the said image so that the image borders appear
parallel to the page edges.

The file is now an image file. You need to load it into an image editor
(I use Photoshop Elements) that allows small rotation adjustments. Many
programs will only adjust by 90º.
