How to creat outline in OneNote 2007

I know that One Note 2007 has an outline capability. However, I am unsure
of how to create one.

Is there a tag for inserting bullets or numbers directly? If not, how can I
create one?

Try CTRL + . to add a bullet
and CTRL + / to add a number
