how to create a email template containing a MSWord form

Is there a way to create a email template (outlook 2003); which will be
similar to a MS word FORM. so users can fill in teh required fields; dropdown
lists etc. hence teh template will be exactly as if they are filling in a
word form?

Thanks Paul,
But the link is useful; however it is not what my user wants.
The Finance department has a number of request forms; such as Travel
request; Expense approval etc.
The users at teh moment fill in these forms and then email them as attachment.
To make life easier the finance dep. wants these forms as email templates;
Hence the user simply uses the template for a particular request; fills the
form in and then sends the email.
One of the suggestiosn in the link may be suitable , however since the
formating will be lost; the solution is not viable.
