How to create a new list in Project websites base on Risks or Issues

Hi, for a bug managerment i need to create a new list, with the
features like Risks or Issues lists have e.x.:
* history of change
* linked tasks
* etc.

How could I do these?
Standart customizable lists, have no that features.
