How to create a task so that it is entered in date sequence?

One of the functions we are doing with PWA is to have a Vacations projects.
A vacation request is treated as a task.

However, when someone requests a vacation (using "Create a new task"), the
taks is entered as the 1st task under the higher level task it is made a
subtask of.

Is it possible to configure PWA so that it is entered intp MS-Project in a
position based on the start date?
