How to create Section 508 accessible slide

Hey there -

I work for a federal agency and we are stymied with powerpoint and
Section 508. We followed the instructions on how to create an
accessible power point presentation as shown here:

but none of the alt text that we entered for the images shows up.

When we tested the modified presentation with JAWS, webaim, or
exported the ppt to rtf - the alt text is missing.

Are the instructions accurate? Did we miss something?

We are using PowerPoint 2003, SP2
