How to cut and paste rows from table to table?

I can't figure out how to do this. I create a second table with only the
definitions (empty table - looks just like the first), using the Option for
this from COPY. Then I Select All and Control/C in the first table, but
when I go to the second table's window, there's no PASTE option, and
control/V does nothing. Validations prevent me from creating empty rows.

What am I doing wrong?

You should confirm the records are in the clipboard. You can usually select
Paste Append from the Edit menu.
