how to cut local area code prefix in outlook or oe when dialing a loca phone number with local area

All the phone number of my contacts in oe has local area code such as 021,
the phone is 12345678, so the number store in oe is 02112345678,when
dialing,oe dial 02112345678 that can not be connected.if dial 12345678 it
can be connected.

I input local area code in dialing propertiy option, why it can not cut the
local area code like cellphone?

i know it is not the problem of outlook,but the dailing rule.

but whatever i configure the dialing rule, it doesn't omite the local area
code.

Thanks, if it work that will be convenient so much.

here is the detail:

I know must confige the dialing rule and area rule correctly,

but, whatever i configure those rule, it can not work as i wish, the
situation is:
my location is Shanghai, China,so the country is China, and the area code is
021, when dialing:

1.the call is a long distance such as Beijing, so the number is
010-aaaaaaaa,i wish it dial with adding 17909 calling card prefix
automaticly, like 17909-010-aaaaaaaa, this can work.

2.if the call is a local but the number has a local area code prefix, such
as 021-bbbbbbbb, it also dialing like this 17909-021-bbbbbbbb, what i want
is bbbbbbbb.

if i configure it not use calling card, it will be

1.for long distance call, it dialing like this:010-aaaaaaaa, it work but
it's very expensive;

2.for local call, it dialing 021-bbbbbbbb, it will not be connected because
the addtional area code 021;

In China, the long distance call number have those area code: Beijing 010,
Guangzhou 020, xian 029, chendu 028,......

who know the solution?
