How to Default to Disconnected or Offline with Exchange Server

I would like to control my email by only getting it when I hit send/
receive. Is there a way to have Outlook to default to "disconnected"
or "Offline" with the exchange server?

In an Exchange environment, Exchange pushes information to the client.
Exchange notifies Outlook when it wishes that there is new mail and Exchange
performs the sending and receiving. I don't believe there are any settings in
Outlook that can alter that, but there may be Exchange settings that can. Ask
the Exchange admins or ask in microsoft.public.exchange.admin

If you receive a login dialogue when you start Outlook, then cancel the
dialogue and you'll stay offline. If before you close Outlook you click
File>Work Offline, then the next time you start Outlook you won't connect to
the server.

Open Outlook and use File->Work Offline. This should keep you offline
unless you elect to work online. Make sure you set your send/receive
options to work when offline.
