How to define User Hierarchy (like PL --> ML --> Developer) in MS Project 2003?

Hi! Can somebody help me out in defining User Hierarchy (like PL --> ML
--> Developer)and rights based on the same in MS Project 2003?

My main aim is to give limited view rights to the Module leaders for
their team members. I've tried to check the same in Enterprise Global
Resource , but couldn't find any way to do it.

In connection to the same area, i'd also like to provide only view
rights to senior people who are basically not assigned to any role but
would like to monitor the progress of the project.

So if someone can give solution to these, it would be great help to me.
