How to disable Outlook 2003 EULA prompt after reinstall to VISTA?

Re-installed legal copy of Office Outlook 2003 ffrom XP computer to new
VISTA- the End-User Licence Agreement prompt keeps opening upon activation of
program despite my having repeatedly accepted it- the Outlook program has
been activated...

any ideas out there?

Restart Outlook once with administrator privileges and accept the EULA.
