How to Disable Rules

Is there a way to disable rules via the registry in
Outlook 2003?

We are looking for a way to disable the processing of
rules on a computer running windows XP with Office 2003.
The Exchange server is 5.5.

You can use a group policy to disable access to the Tools | Rules and Alerts
command. You can also the existing rules out of the mailbox with Outlook Spy
or Mdbvu32.exe. What I haven't figured out is how to suppress the Create
Rule command on the right-click context menu.
