How to disable "unwrap text" option in format menu

When reading a plain text email the author's intentional line breaks are
always lost (the "Extra line breaks removed" message appears above the
message text.
This inappropriate behavior can be corrected by turning off "unwrap text" in
the format menu. But there does not appear to be a way to permanently turn
off this undesireable option.

Have you tried Tools > Options > Preferences tab > E-mail Options button >
Un-check "Remove extra line breaks in plain text messages"?
