Just link to as you would a page...
If they have Acrobat Reader installed it will open in the browser.

or you can convert the pdf to a .gif and it will display in the browser if
the viewer doesn't have Acrobat. I do this frequently, but also provide a
link to the pdf so users can print out the newsletter.
