how to draw picture box like the ones in powerpoint where it take.

How do i draw a picture box, where once selected it takes you to the import
picture menu and then resizes the picture to fit in the dimensions of the
box. Is there also a way to automaticly shrink the size of the pictures to
reduce its memory usage.
