how to edit outlook cfg files

i have a program that uses many outlook cfg files. i am running windows xp
service pack 2 and i am wondering how to edit outlook cfg files.

I tried editing them in word i am wondering if i can save them as outlook
cfg files from word, i could only save them as plain text or word documents,
along with xml and HTML formats, but i am trying to save them as cfgs
