The chevrons shown in your picture appear, for

and then put quotes before and after some

Thanks Bob, I can see then that it is the Norwegian language pack that
hasen't been properly implemented, as it's giving the wrong type of quotes.
I checked the French, and this language does set them right. Annoying, but
enlightning - thank you.
I gather there's nothing one can do to edit or change the smart quotes then?
