how to enter text in a shape and rotate altogether?

I want to enter text (any font) in a text box or shape and rotate the shape
where the text is locked and rotates with the shape

Text in Word (including in a shape) cannot be free-rotated. You can use the
Text Direction command to rotate it 90 degrees left or right, but that's
all. For any other angle, you have to use WordArt (or Publisher).
