How to get back the plus sign ?

For my Outlook telephone numbers, I normally put a country code to it,
eg

+1 xxx xxx xxxx

However, some time back, when I put the plus sign, Outlook just started
ignoring it and gave me the number

1 xxx xxx xxxx

Could somebody advise me how I can back the Plus Sign ? Thanks very
much in advanced.

Thanks for the hint.
I finally manage to track down the problem. It's because I disabled
the telephony service.
