how to get Russian(Unicode) characters in subject line

I'm facing challanges in getting russian characters in subject line, few of
our team members get those correctly, is there a setting in outlook or in
Windows OS, I've to set.
Please help.

You need to run Outlook 2003 or 2007 in Unicode Mode; google it.
