How to get screen tips visible when publishing as pdf?

I'm making wireframes for my clients and need to add screen tips for
functionality descriptions. I manage to do the screen tips but they are not
working when I publish the Visio drawing as pdf. How do I get screen tips
work the same as in Visio?

Both the Save as PDF and Save as XPS formats create visually rendered
output. That means that they create a PDF or XPS document that contains
the same information as seen in Print Preview in Visio. There is no active
content - it is purely for rendering the visual document contents as for
printing.

You would probably have to use the Adobe Professional version products in
order to create PDF files with a higher level of content.
