How to get the 'Administrative Time' Enterprise Template

I want to create an "Administrative" project to track non-working time.
When I try from the Projects menu, I get an error. I then tried to create
one in Project Professional, but on my template view, I don't have the
"Enterprise Templates" tab. What version does this get installed with? Is
it an add-on? I do not have MS Project Professional installed on the
Project Server machine.


Any help would be appreciated

What version are you using? This is an essential piece of information given
that there are different approaches available in 2003 that didn't exist in
2002.
