How to get Word to wrap text to the following page?

I'm using Word for Mac 2004.
When I paste in a full page sized graphic and set the text wrapping to
be top and bottom (and UNcheck "move object with text"), I still end up
getting at least 1 line of text at the bottom of the page underneath
the graphic--even if it is beyond the set margins. This line of text
refuses to go to the next page, even when I increase the top and bottom
"distance from text" for the object or try to insert a page break. A
carriage return at the beginning of the stray line will send it to the
next page, but screws up the wrapping for objects that are inserted
further on in the document.
Anyone know of a solution to this problem?

Make sure Format>Paragraph>Page Break...>Keep with next is not Enabled on
the paragraph above. Check that Keep lines together IS enabled on the
paragraph in question.
