How to hide the standard toolbar for users

How can I hide the standard toolbar and menues for users so they can only use
my custom toolbar and menus? I will need to see it when I use the database.

In Startup options you can set a default menu bar to one of your custom ones
for the file as well as disable all built in ones. When you need to see the
built in ones hold shift while opening the file.

That is a good option. But anyone could use it to open the standard toolbar.
Any idea about how to do it in a way that the standard toolbar will show only
after using the proper password? Thank you!
