How to incooprate custom templates with visio 2003

I have developed a template using Visio 2002. Now I have installed Visio
2003 professional & I want use my template there.
I registered the .dll & put the .vst & .vss files in the solutions
folder.
But the new template never comes to File -> New menu. I changed security
settings also to support macros, but it doesnn't help.
Please help me to solve this.
