how to initialize modeling engine

I cannot get the database menu to appear when I open or try to create a
database diagram.
I am using ERD model, and I've checked the security tab, and my env.
variable path

any ideas??

We have an issue that can occur when using Visio 2003 SP2 and the latest
security fixes, which causes an error "Failed to initialize Modeling
Engine". If that is the error you are getting, then your work around is to
upgrade to the latest service pack - Service Pack 3 for Visio 2003 :
