how to insert frames in Word 2007

in Word 2003, inserting new frames for Webpages is easy. Frustrated in
searching for ways to do it in Word 2007. Is this feature removed or what?

Hoping for a positive note. Please assist me on this problem.

Another route, besides the one Luc suggests, is to display the Developer tab
on the Ribbon. In that tab you'll find a group with "form fields". The last
button in this group shows contents from the old Forms and Control Toolbox
toolbars, and includes the button to insert a frame.

Why aren't the Frames like in 2003, where it would split the page
horizontally or vertically? I'm trying to insert such frames, but the only
way I can find such a thing is to insert a TOC in a new frame, then delete
the TOC. I don't want the Textbox style frame that comes up when I "Add a
Frame"...
