You change languages and press the one key. The language is set in the
Operating system options. See Windows Help change language.

What language do you need to use, what version of Windows and what program(s)
do you need to insert the numbers into?

You change languages and press the one key.

Not necessarily. On a Japanese-language system, the one-key will give you an
arabic numeral (1) same as we get; if you want the Japanese (kanji) one, you
have to resort to other methods.

Unfortunately, it varies depending on the language. However for most
languages, these general steps will help.

1. Add the keyboard layout that corresponds to the language you want. This
process varies a bit with your version of Windows, but it goes something like
Start --> Control Panel --> Regional Settings --> Keyboards (tab at top) -->
Add Keyboard --> Choose the one you wan --> Click OK.

2. To find out which keys type which characters, start the on-screen
keyboard. Start Menu --> All Programs --> Accessories --> Accessibility -->
On-Screen Keyboard

3. Go to where you want to type and use the language bar (lower-right corner
of your screen, in the task bar) to switch to the desired language.

4. Look at the on screen keyboard to find the number keys you want. If they
are not there, try pressing SHIFT or RIGHT ALT. With most Hindi layouts, for
example, typing the native digits requires holding RIGHT ALT while pressing
the number keys.

If you want Japanese or Chinese, your job is considerably more difficult and
you'll want to ask a native speaker who knows how the IME (input method
editor) works.
