how to install system support for russian in outlook 2003

i have a problem reading my contacts in outlook 2003. Each character appears
as a question mark like this ???? ???? ?????.
I tried to change the system support from regional settings but the only
choises were arabic and english only? by the way, I am using arabic enabled
version of windows XP.
