How to keep message which was not delivered due to mailbox full

task: user's maibox is full, it can't accept messages, senders recieve a NDR. But user wants to receive all messages, when he clean his maibox. How to forward all non-delivered messages in other location (maybe, public folder)?

If the mail is getting rejected, you can't redirect it somewhere else.
Personally, I'd turn off the limit that prohibits receipt of new messages
when the mailbox is full - why penalize the sender? I use only the warning
and prohibit send limits.

If you're using Exchange, you can set it to accept mail even if the user is
overlimit. The recipient will not be able to send mail until s/he cleans
up.
