When is the sent timestamp created?

I have a user that sent a few messages with PDF attachments internally
through exchange (not via SMTP). After sending it looked as if the messages
sent normally but the recipient did not recieve the message. I inspected the
senders sent items and the emails he sent were not in there. The next day
this user rebooted his machine and the missing message suddenly appeared in
the recipients inbox as well as the senders sent items. Upon inspecting the
sent items I noticed that the sent timestamp shows the original time that the
message was sent, even though the message in the inbox of the recipient
showed the sent time matched the time that the message was recieved. I would
like to determine if the problem with the email delivery is an issue with our
Exchange server or my users Outlook.

The overall questsion is how is the sent time stamp in the sent items folder
set in Outlook 2007? Is it set as soon as the send button is clicked,
reguardless of when the message is actually delivered or is it set by the
exchange server when it recieves the message.

The former: as soon as Send is clicked.

Did the sender enable the option to delay sending? It's on the options
property sheet when composing a new message.

No, nothing was changed prior to the problem. After the reboot his email
started performing normally again. I am pretty certain it was a client issue
but without knowing how the sent timestamp is created I can't say for sure.
I just need to know if the timestamp is created when you click "send" or is
it created when the exchange server recieves the message from the sender?
