How to keep team members from changing their PWA pages?

How do you turn off team members ability to add, update, or remove web
parts on their My Tasks page (or other PWA pages for that matter)? I
think someone deleted their individual My Tasks web part by accident
and how I can't see how to bring it back (no site actions menu).
