How to lock Outlook 2000 toolbars?

I have a user who has a propensity to inadvertently modify the Outlook
toolbars, especially the Menu bar and the Standard bar.
I know that they can be reset to default, but is it possible to lock the
toolbars to prevent modification in the first place?
