On a form with 20 or so fields there is a group of 5 fields that must ALL be
null, or, must ALL be not null. How can I enforce this?

Short Answer: With VBA code
Long Answer: In the code, you have to check to see the state of one of them.
Blank / Not Blank. Then step through the other 4 to find one that is the
opposite. React accordingly.

Just put some validation code into Form_BeforeUpdate event
to perform your checks, and assign Cancel to True if
controls on the form did not pass the validation.

You could do this with a table-level validation rule, though it's not
pretty. To create a table-level validation rule, open the table in design
view, and choose Properties from the View menu. Type your validation rule in
the Validation Rule row in the Table Properties dialog, and the message you
want to display to the user when they attempt to save a record that would
violate the rule in the Validation Text row. Here's an example using two
fields (because I'm too lazy to type one using five!
([Test1] Is Null And [Test2] Is Null) Or ([Test1] Is Not Null And [Test2] Is
Not Null)
