How to make a photo sheet with text labels using Office

Does anyone know how to make a photo sheet using Office. I need to put 4
pics on 1 page. In addition, I need to insert text on the photo sheet. Any
help would be great.

Click on the Word icon. A new blank document opens, Click on Insert,
click on Picture, Click on from file, navigate to the file, double click
it............

Thank you Bob for your explanation. I think I am looking for something
different. The photo sheet is an actual layout of pictures as if you would
have multiple thumbnail prints on one sheet, but more like 4 X 6 prints.

You really should be using something like Microsoft's Digital Editing or a
similar photo editing program, not Office.

Since you wanted to do this in MS Office, I offered a method using a MS
Office application I knew you would have. You will need to do the layout
manually. If you have Power Point you may also use that, and the
"layout" may be easier for you to manipulate.
