How to make a presentation without a template?

My client wants me to use a format that I can't find on Visio or powerpoint.
Is there a way to create a template from scratch?

Yes, start with a blank (white) presentation and add the objects you need in
the Master. (I would love to give more detailed information or links, but
you did not mention the version you use. And it's very different in Visio
and PowerPoint.)
