how to make a scrollable group of columns/rox in middle of sheet

hey there

I was wondering how to make a list of col/row scrollable (either horizontal
or vertical) while leaving reast of cells still ?
I have seen it done but it is very confusing ... ?

Windows>freeze panes or windows>split depending on what you mean
